Alternate, Written Description Of the NTSB Organizational Chart

There are four levels to the National Transportation Safety Board organization chart.  A list of all the offices, from left to right, at each level are as follows:

Top Level:  Board Members

Five Board Members, each nominated by the President and confirmed by the Senate to serve 5-year terms. A Chairman and a Vice Chairman are designated from the five Members.

Second Level:  Key Leadership

The following offices report to the Chairman:

Third Level:  Offices and Divisions Under Key Leadership

The Office of the Chief Financial Officer is comprised of two divisions – Budget and Planning Division and Financial Analysis & Reporting Division.

The Office of the General Counsel has no sub-offices or divisions.

The Office of the Managing Director is comprised of five divisions and eight offices – the five divisions are Quality Assurance Division; Strategic Management Division; Safety Recommendations Division; Safety and Security Division; and NTSB Training Center. The eight offices are Office of Research and Engineering;  Office of Railroad, Pipeline and Hazardous Materials Investigations; Office of Aviation Safety; Office of Highway Safety; Office of Marine Safety; Office of the Chief Information Officer; Office of Administrative Law Judges; and Office of Administration.

The Office of Communications is comprised of four divisions – Public Affairs Division; Government Affairs Division; Safety Advocacy Division; and Transportation Disaster Assistance Division.

The Office of Equal Employment Opportunity (EEO) has no sub-offices or divisions.

Fourth Level:  Divisions of each Office (including Regional/Field Offices)

The Office of Research and Engineering is comprised of four divisions – Safety Studies and Statistical Analysis Division; Materials Laboratory Division; Vehicle Recorder Division; and Vehicle Performance Division.

The Office of Railroad, Pipeline and Hazardous Materials Investigations consists of four divisions – Railroad Division; Pipeline and Hazardous Materials Division; Human Performance and Survival Factors Division; and Report Development Division.  Additionally, three regional offices located in Atlanta, GA; Chicago, IL; and Los Angeles, CA, report to the Railroad Division.

The Office of Aviation Safety consists of five divisions Major Investigations Division; Operational FactorsDivision;Aviation Engineering Division; Human Performance and Survival Factors Division; Writing and Editing Division.  Additionally, four regions, Eastern Region, Central Region, Western Pacific Region and Alaska Region report to Regional Operations, a regional investigation management structure.

The Office of Highway Safety is comprised of two divisions – Investigations Division and Report Development Division.  Additional, the East Team and West Team report to the Investigations Division.

The Office of Marine Safety consists of three division – Investigations Division Team A; Investigations Division Team B; and Investigations Division Team C.

The Office of the Chief Information Officer is comprised of five divisions – Computer Services Division; Systems Support Division; Records Management Division; Information Security Program; and Enterprise Architect Division.

The Office of Administration is comprised of three divisions – Administrative Services Division, Acquisition Division, and Human Resources Division.

The Office of Administrative Law Judges has no sub-offices or divisions.
