Synopsis: DURING A REVIEW OF THE STATUS OF THE INSTRUMENT APPROACH PROCEDURES FOR JUNEAU, ALASKA, AIRPORT, AS AN OUTGROWTH OF THE NATIONAL TRANSPORTATION SAFETY BOARD'S CONTINUING INVESTIGATION OF THE ACCIDENT ON SEPTEMBER 4, 1971, INVOLVING AN ALASKA AIRLINES BOEING 727, OUR STAFF HAS NOTED THAT THE PUBLIC LOCALIZER DIRECTED APPROACH (LDA) PROCEDURE HAS NOT BEEN AMENDED TO REFLECT THE COMMISSIONING OF THE DISTANCE MEASURING EQUIPMENT (DME) ASSOCIATED WITH THE LOCALIZER. INQUIRY MADE BY PERSONNEL OF YOUR FLIGHT STANDARDS SERVICE REVEALS THAT THERE IS A REVISION OF THE APPROACH CHART IN PROCESS, WHICH WILL REDUCE THE CLUTTER ON THE CURRENT CHART, BUT THAT THERE IS NO PRESENT INTENTION TO ADD DATA TO THIS PROCEDURE REFLECTING THE EXISTENCE OF DME.
Recommendation: THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: AMEND THE PUBLIC INSTRUMENT APPROACH PROCEDURE FOR THE LDS APPROACH TO JUNEAU, ALASKA, AIRPORT TO REFLECT THE ADDITION OF DME AS A MEANS OF DETERMINING THE LOCATION OF FIXES ON THE FINAL APPROACH COURSE OF THE LOCALIZER.

Response: FAA LTR: THE JUNEAU SPECIAL LDA/NDB-2 APPROACH PROCEDURE WAS AMENDED TO INCORPORATE THE USE OF DME IN TIME TO COMPLETE PUBLICATION AND DISTRIBUTION OF AN APPROACH PLATE PRIOR TO THE COMMISSIONING OF THE JUNEAU DME. ALTHOUGH THE SPECIAL PROCEDURE IS NOT AVAILABLE FOR PUBLIC USE, IT DOES SERVE AN ESTIMATED 95 PERCENT OF USERS APPROACHING JUNEAU. THE JUNEAU PUBLIC LDA/NDB-1 APPROACH PROCEDURE WAS AMENDED TO INCORPORATE THE USE OF DME AND RELEASED FOR COORDINATION AND PUBLIC COMMENT BY THE ALASKA REGION ON 12 OCTOBER 1971. BECAUSE OF COMMENTS RECEIVED, THE PROCEDURE WAS REVISED AND REISSUED FOR COORDINATION 1 DECEMBER 1971. ADDITIONAL COMMENTS NECESSITATED FURTHER STUDY AND REDEVELOPMENT. THIS PROCEDURE HAS NOW BEEN FORWARDED TO WASHINGTON AND WILL BE PUBLISHED FOLLOWING APPROVAL OF SEVERAL WAIVER REQUESTS. DURING THE PERIOD THAT THE PUBLIC PROCEDURE WAS BEING AMENDED, A MEMBER OF THE NATIONAL TRANSPORTATION SAFETY BOARD STAFF WAS ADVISED THAT A PUBLIC APPROACH PROCEDURE UTILIZING DME WOULD BE DEVELOPED FOR JUNEAU. THE FEDERAL AVIATION ADMINISTRATION POLICY IS, AND HAS BEEN, TO PROVIDE PUBLIC PROCEDURES WHENEVER A NAVIGATIONAL FACILITY IS INSTALLED WITH PUBLIC FUNDS.
