Synopsis: THE NATIONAL TRANSPORTATION SAFETY BOARD HAS UNDER INVESTIGATION, THREE ACCIDENTS INVOLVING: A UNITED AIRLINES BOEING 737 AT MIDWAY AIRPORT, CHICAGO, ILLINOIS, ON DECEMBER 8, 1972; A NORTH CENTRAL AIRLINES DC-9, AT O'HARE INTERNATIONAL AIRPORT, ALSO AT CHICAGO, ILLINOIS, ON DECEMBER 20, 1972; AND AN EASTERN AIRLINES LOCKHEED L-1011 AT MIAMI, FLORIDA, ON DECEMBER 29, 1972. THE SAFETY BOARD HAS IDENTIFIED SEVERAL AREAS IN OCCUPANT SURVIVAL AND EVACUATION COMMON TO THESE ACCIDENTS WHICH IT BELIEVES MERIT REMEDIAL ACTION BY THE FEDERAL AVIATION ADMINISTRATION. THESE AREAS ARE DELINEATED BELOW
Recommendation: REQUIRE FLIGHT CREWS TO REPORT THEIR AIRCRAFT POSITION ON THE AIRPORT WHEN ESTABLISHING RADIO COMMUNICATIONS WITH CONTROLLERS, AND REQUIRE THE CONTROLLERS TO READ BACK THE REPORTED AIRCRAFT POSITION WHEN IT CANNOT BE VERIFIED EITHER VISUALLY OR BY MEANS OF RADAR.

Response: THEY WILL CONDUCT AN INDEPTH STUDY OF THE RECOMMENDATION WITH RESPECT TO ITS IMPACT ON THE ADDITIONAL COMMUNICATION SYSTEM AND EFFECT ON CONTROLLER WORKLOAD.5/17/74 FAA COMPLETED A STUDY WHICH CONSISTED OF A REVIEW OF REGIONAL COMMENTS ON A PROPOSED CHANGE TO HANDBOOK 7110.8C. AS A RESULT GENOT NOTICE 7110.322 WAS ISSUED NOVEMBER 29, 1973 WHICH DEALS WITH "POSITION VERIFICATION". CONTROLLERS NOW WILL BE REQUIRED TO REPEAT AIRCRAFTS REPORTED POSITION BEFORE ISSUING TAXI OR TAKE-OFF CLEARANCE.
