Details
Synopsis: These recommendations address inspections of motorcoach passenger seating anchorage points and performance standards for motorcoach passenger seating anchorages. The recommendations are derived from the Safety Board’s investigation of the motorcoach run-offthe-road accident that took place in Tallulah, Louisiana, on October 13, 2003, and are consistent with the evidence we found and the analysis we performed. As a result of this investigation, the Safety Board has issued 11 safety recommendations, 2 of which are addressed to Neoplan USA Corporation (Neoplan). Information supporting these recommendations is discussed below. The Safety Board would appreciate a response from you within 90 days addressing the actions you have taken or intend to take to implement our recommendations.
Recommendation: The National Transportation Safety Board makes the following safety recommendations to Neoplan USA Corporation: Include information in your motorcoach owner's and maintenance manuals that fully informs owners of the necessity of, and proper procedures for, checking passenger seat anchorage securement through routine inspections.

Response: The Safety Board notes that Neoplan prepared Service Bulletin No. 25-316 as an update to the Neoplan maintenance manual to inform owners of Cityliner model buses of the necessary maintenance and proper service procedures for the passenger seat anchorages of these vehicles. The Board further notes that Neoplan sent copies of the bulletin to all known owners or operators of Cityliner model buses and has posted an electronic version of the bulletin on its Web site. Accordingly, Safety Recommendation H-05-10 is classified "Closed-Acceptable Action."

Response: Letter Mail Controlled 1/17/2006 3:36:30 PM MC# 2060039 In response to the above recommendation, Neoplan prepared Service Bulletin No: 25-3 16, which was reviewed by your office and addressed the concerns raised by the NTSB. We have posted this Service Bulletin on the Company’s website and, more importantly, we have sent this Bulletin to all known owners or operators of the vehicles at issue in the investigation.

Response: Letter Mail Controlled 7/28/2005 3:51:27 PM MC# 2050362 In response to above recommendation, Neoplan has prepared Service Bulletin No: 25-316, which we believe addresses the concerns raised by the NTSB. For your review and comment, we attach a draft of this Service Bulletin as Exhibit A. We have also forwarded this draft to the National Highway Traffic Safety Administration for review and comment. Once we have final approval, we will send this Service Bulletin to all known owners of Neoplan's Cityliner vehicle. Importantly, we do not believe that it is necessary to submit a similar Service Bulletin to owners of all of the other vehicles manufactured by Neoplan. Neoplan has reviewed its engineering records and has determined that the seat anchorage system that was in place on the Neoplan vehicle that was involved in the accident is unique to the Neoplan Cityliner model. Neoplan has not produced any of these models since 2002. We do not know how many of these vehicles are still in service, but will attempt to locate the current owners and provide them with the attached Service Bulletin.
