Safety Recommendation H-18-044
Synopsis: In this special investigation report, the National Transportation Safety Board (NTSB) examines pedestrian safety in the United States and recommends actions to help prevent pedestrian injuries and fatalities. The investigation, which began in 2016 with a public forum on pedestrian safety, was supported by an inquiry into the causes of 15 crashes in which vehicles fatally injured pedestrians on public highways—representing only a fraction of the nearly 6,000 pedestrians killed on US roads in 2016. The report reviews the past 10 years of data on highway deaths; describes previous NTSB investigations related to pedestrian safety, including the 15 fatal pedestrian crashes as well as studies of the effects of speed and alcohol on highway crashes; summarizes the issues raised during the public forum; and makes 11 recommendations for improving pedestrian safety. The report considers vehicle-based countermeasures, such as improved headlights, vehicle designs that reduce injuries to pedestrians, and collision avoidance systems. It also reviews infrastructure designs that make streets safer for pedestrians. The report emphasizes that better data are needed—especially on pedestrian activity (exposure data) and on the types and outcomes of crashes involving pedestrians—to improve federal, state, and local decision-making related to pedestrian safety. As a result of its special investigation, the NTSB made safety recommendations to the National Highway Traffic Safety Administration, the Federal Highway Administration, and the Centers for Disease Control and Prevention.
Recommendation: TO THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION: Develop a detailed pedestrian crash data set that represents the current, complete range of crash types and that can be used for local and state analysis and to model and simulate pedestrian collision avoidance systems.

Response: We note that you are working to update your Crash Injury Research and Engineering Network to develop a more robust framework that could potentially collect data on a large range of crash types and provide data support for local and state analyses and modeling. We appreciate the November 1, 2018, conference call between our staffs to discuss further details of this work, and we believe your planned actions show progress toward addressing this recommendation. Until such actions are complete, Safety Recommendation H-18-44 is classified OPEN--ACCEPTABLE RESPONSE.

Response: -From Jonathan Morrison, Chief Counsel: NHTSA's Crash Injury Research and Engineering Network (CIREN) collects detailed crash and medical information on seriously-injured motor vehicle crash occupants. The Office of Vehicle Safety Research decided to expand the scope of the CIREN program to include struck pedestrians, and started planning for this effort in 2017. On September 27, 2018, NHTSA awarded Task Orders to three CIREN contractors to begin work developing a modernized pedestrian crash study that meets crashworthiness- and crash avoidance-related data and causal analysis needs. The awardees include two Level One Trauma Centers and one academic biomechanics research center. The planned work includes assessing current and future needs in the areas of injury causation, crashworthiness (pedestrian protection), and pedestrian crash avoidance, which will support the development of the data definitions and study protocols using previous studies as a baseline. The Task Order requirements also include pilot data collection. A conference call between NHTSA and the NTSB took place on November 1, 2018, to brief the NTSB on NHTSA's plans for this work and to solicit feedback about study protocols from the NTSB given its recent experience with pedestrian crash investigations. Once developed, the framework may be utilized to collect data on a complete range of crash types. Data from the study will allow validated modeling and simulation of pedestrian collision avoidance systems and may support local- and State-level analyses. Based on the above-mentioned actions, we request that Recommendation H-18-44 be classified as Open - Acceptable Response.

Response: The National Transportation Safety Board (NTSB) is an independent federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in other modes of transportation—railroad, highway, marine, and pipeline. We determine the probable cause of the accidents and issue safety recommendations aimed at preventing future accidents. In addition, we carry out special studies concerning transportation safety and coordinate the resources of the federal government and other organizations to provide assistance to victims and their family members affected by major transportation disasters.
