Details
Synopsis: ON MAY 30, 1970, A TANK TRUCK PARTIALLY FILLED WITH LIQUEFIED EXPLODED, WITHOUT WARNING, AFTER MAKING A DELIVERY AT THE VICTORY MEMORIAL HOSPITAL IN BROOKLYN, NEW YORK. THE FORCE OF THE EXPLOSION AND ENSUING FIRES RESULTED IN FATAL INJURIES TO THE DRIVER AND A BYSTANDER, MINOR INJURIES TO 30 OTHER PERSONS, AND SUBSTANTIAL PROPERTY DAMAGES.
Recommendation: THE NTSB RECOMMENDS THAT THE DEPARTMENT OF TRANSPORTATION: PROMULGATE REGULATIONS ENCOMPASSING CARGO TANK REQUIREMENTS FOR OXYGEN AT THE EARLIEST FEASIBLE DATE, TAKING INTO ACCOUNT THE FINDINGS IN THIS INVESTIGATION AND THE DATA WHICH WILL HAVE TO BE DEVELOPED THROUGH ADDITIONAL RESEARCH AS A RESULT OF THESE FINDINGS; AND THAT THESE REGULATIONS INCORPORATE A RATIONALE FOR EVALUATING MATERIALS OF CONSTRUCTION FOR THIS SERVICE, WHICH WILL UTILIZE THE FINDINGS AND SUGGESTED SUPPORTING RESEARCH DATA IN THIS ACCIDENT.

Response: DEPARTMENT OF TRANSPORTATION DEPARTMENT WORKING WITH NATIONAL BUREAU OF STANDARDS AT BOULDER CRYOGENICS LABORATORY TO IMPLEMENT THE NTSB RECOMMENDATIONS. DOT HAS SUBMITTED A PRELIMINARY PLAN TO COMPRESSED GAS ASSOCIATION, INC., FOR A JOINT PROGRAM OF STUDY AND TESTING TO BE PERFORMED BY THE NATIONAL BUREAU OF STANDARDS. JANUARY 26, 1972 ASSISTANT SECRETARY FOR SAFETY AND CONSUMER AFFAIRS, DOT, LETTER STATES THAT: ASIDE FROM FEDERAL HIGHWAY ADMINISTRATION AND OFFICE OF HAZARDOUS MATERIALS STAFF EFFORTS IN THIS AREA, THE NATIONAL BUREAU OF STANDARDS IS CONDUCTING A STUDY CONCERNING THE EFFECT OF OXYGEN ON METALS AND THE REACTIVITY INVOLVED. SIXTY-TWO THOUSAND DOLLARS HAVE BEEN DEVOTED TO THIS PROJECT.
