Details
Synopsis: ON MAY 30, 1970, A TANK TRUCK PARTIALLY FILLED WITH LIQUEFIED EXPLODED, WITHOUT WARNING, AFTER MAKING A DELIVERY AT THE VICTORY MEMORIAL HOSPITAL IN BROOKLYN, NEW YORK. THE FORCE OF THE EXPLOSION AND ENSUING FIRES RESULTED IN FATAL INJURIES TO THE DRIVER AND A BYSTANDER, MINOR INJURIES TO 30 OTHER PERSONS, AND SUBSTANTIAL PROPERTY DAMAGES.
Recommendation: THE NTSB RECOMMENDS THAT THE COMPRESSED GAS ASSOCIATION, INC., THE AMERICAN SOCIETY OF MECHANICAL ENGINEERS, AND SUCH OTHER TRADE OR PROFESSIONAL ORGANIZATIONS AS MAY HAVE AN ACTIVE ROLE IN THE PROMULGATION AND ISSUANCE OF VOLUNTARY STANDARDS UTILIZED IN CONNECTION WITH CARGO TANKS FOR TRANSPORT VEHICLES: REVIEW AND REAPPRAISE THE SCOPE OF THE FULL RANGE OF IDENTIFIABLE HAZARDS IS ADDRESSED BY THESE STANDARDS, EITHER SINGLY OR IN COMBINATION WITH EACH OTHER.

Response: COMPRESSED GAS ASSOCIATION, INC. CONSIDER SUCH A REVIEW INADVI AT THIS TIME. THEY NEED ANSWERS THAT SHOULD DERIVE FROM RECOMMENDATION 5, WHICH COULD BE PUBLICIZED SO THAT CONSIDERATION COULD BE GIVEN BY THOSE INVOLVED IN THE REVISION OF OTHER TANK SPECIFICATIONS INTENDED FOR THIS SERVICE. AUGUST 25, 1971 COMPRESSED GAS ASSOCIATION, INC. HELD MEETING IN CGA OFFICES IN NEW YORK ON AUGUST 25, 1971, TO CONSIDER HOW CGA SHOULD RESPOND TO NTSB RECOMMENDATIONS. SEPTEMBER 9, 1971 COMPRESSED GAS ASSOCIATION, INC. (CGA) (SEE COMMENTS RELATING TO RECOMMENDATION BSTS-H-71-47 ON PAGE 47). FOLLOWING THE DEVELOPMENT OF MORE DEFINITE INFORMATION PERTAINING TO THE TWO QUESTIONS CONTAINED IN RECOMMENDATION NO. 5 (BSTS-H-71-47), FURTHER CONSIDERATION CAN BE GIVEN TO RECOMMENDATION NO. 6 (BSTS-H-71-48). DECEMBER 6, 1971 COMPRESSED GAS ASSOCIATION, INC. REPORTED RECEIPT OF A COPY OF THE PORTION OF THE NBS PROPOSED TO DOT DEALING WITH PROPOSED RESEARCH AND DEVELOPMENT WORK IN THE MATERIALS COMPATIBILITY FIELD. OHM HAS INDICATED INTEREST IN HAVING A MEETING OF DOT, NBS, AND INDUSTRY PEOPLE TO DETERMINE WHAT WORK SHOULD BE DONE, WHERE AND HOW. THEN IT WILL BE NECESSARY TO CONSIDER HOW THE PROGRAM COULD BE FINANCED.
