Synopsis: ON MARCH 14, 1982, A PRIVATELY OWNED SOUTHBOUND FORD VAN WAS STRUCK BY AN EASTBOUND COMMUTER PASSENGER TRAIN AT A RAIL ROAD/HIGHWAY GRADE CROSSING ON HERRICKS ROAD AND THE MAIN LINE OF THE LONG ISLAND RAILROAD IN MINEOLA, NASSAU COUNTY, NEW YORK. THE FORD VAN, OCCUPIED BY A TEENAGE DRIVER AND NINE TEENAGE PASSENGERS, HAD BEEN DRIVEN AROUND A PROPERLY FUNCTIONING LOWERED GATE WITH FLASHING LIGHTS ONTO THE CROSSING. FOLLOWING THE IMPACT, A MINOR FIRE WAS IGNITED IN THE VAN'S MOTOR COMPARTMENT. THE FIRE WAS QUICKLY EXTINGUISHED BY A LOCAL FIRE DEPARTMENT. NINE OF THE VAN OCCUPANTS WERE KILLED AND ONE PASSENGER WAS CRITICALLY INJURED. THERE WERE NO REPORTED INJURIES TO THE PASSENGERS OR CREW ABOARD THE COMMUTER TRAIN.
Recommendation: THE NTSB RECOMMENDS THAT THE FEDERAL HIGHWAY ADMINISTRATION: REVIEW THE EFFECTIVENESS OF GUIDELINES IN THE MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES ON THE USE OF TRAFFIC DIVISIONAL ISLANDS TO DETER MOTORISTS FROM DRIVING AROUND LOWERED RAILROAD CROSSING GATES.

IN CHAPTER IV, IDENTIFICATION OF ALTERNATIVES, ONE OF THE ALTERNATIVES PRESENTED FOR CONSIDERATION IS THE USE OF TRAFFIC DIVISIONAL ISLANDS AT CROSSINGS ON MULTI-LANE ROADWAYS TO PREVENT MOTORISTS FROM DRIVING AROUND A LOWERED GATE. Response: FHWA LETTER: THE FEDERAL HIGHWAY ADMINISTRATION (FHWA) CURRENTLY HAS UNDERWAY A CONTRACT ENTITLED, "RAILROAD HIGHWAY GRADE CROSSING HANDBOOK," (DTFH-83-R-900168). THE OBJECTIVE OF THIS PROJECT IS TO DEVELOP FOR THE PRACTICING ENGINEER A DOCUMENT COVERING THE CURRENT PRACTICES FOR THE DESIGN, CONSTRUCTION, OPERATION, AND MAINTENANCE OF RAILROAD-HIGHWAY GRADE CROSSINGS, INCLUDING THEIR TRAFFIC CONTROL DEVICES. ONE OF THE AREAS BEING ADDRESSED IN THIS STUDY IS THE USE OF MEDIAN BARRIERS AND CHANNELIZING DEVICES AT RAILROAD-HIGHWAY GRADE CROSSINGS. A SURVEY OF STATE PRACTICES IS A PART OF THIS EFFORT. THIS STUDY IS SCHEDULED FOR COMPLETION IN NOVEMBER 1984, AT WHICH TIME A DETERMINATION WILL BE MADE AS TO THE EXTENT OF DISCUSSION TO BE CONTAINED IN THE MUTCD, THE TRAFFIC CONTROL DEVICES HANDBOOK, AND THE RAILROAD-HIGHWAY GRADE CROSSING HANDBOOK.
