Synopsis: AT 12:30 P.M. ON AUGUST 6, 1974, A SHIPMENT OF MONOMETHYLAMINE NITRATE SOLUTION (PRM) EXPLODED DURING ROUTINE SWITCHING OPERATIONS IN BURLINGTON NORTHERN'S APPLE YARD IN WENATCHEE, WASHINGTON. THE PRM WAS BEING TRANSPORTED IN TANK CAR DUPX 16009, OPERATED BY E. I. DUPONT DE NEMOURS & COMPANY, UNDER DOT SPECIAL PERMIT 5737. TWO PERSONS DIED, 113 WERE INJURED, AND ESTIMATED LOSSES EXCEEDED $7,500,000.
Recommendation: THE NTSB RECOMMENDS THAT THE SECRETARY OF TRANSPORTATION: AMEND 49 CFR 173 TO ESTABLISH APPROPRIATE EXPLOSIVES CLASSIFICATION DEFINITIONS AND TEST PROCEDURES THAT ADDRESS EVERY KNOWN WAY IN WHICH DETONABLE MATERIALS COULD EXPLODE ACCIDENTALLY IN TRANSPORTATION.

Response: ON MAY 2, 1990, RSPA PUBLISHED AN NPRM UNDER DOCKET HM-181A, RECODIFICATION OF EXPLOSIVES REGULATIONS, WHICH ESTABLISHES APPROPRIATE EXPLOSIVES CLASSIFICATION DEFINITIONS AND TEST PROCEDURES BASED ON THE UN CLASSIFICATION METHODOLOGY. THIS HAZARD BASED METHODOLOGY INCLUDES SEQUENTIAL STEPS FOR CLASSIFYING EXPLOSIVES (INCLUDING DETONABLE MATERIALS), TEST METHODS, AND CRITERIA USED FOR ASSIGNING CLASSIFICATION CODES. THESE ACCOMPLISHMENT ARE BASED ON EXTENSIVE RESEARCH IN THE EXPLOSIVES AREA OVER THE LAST 15 YEARS. THE RESULTS OF THIS RESEARCH HAVE USED TO SUPPORT RSPA'S STRONG PARTICIPATION IN THE DEVELOPMENT AND ESTABLISHMENT OF THE UN CLASSIFICATION SYSTEM AND COMPREHENSIVE TEST PROCEDURES. THE RECODIFICATION PROPOSED IN HM-181A HAS BEEN INCLUDED IN THE PUBLICATION OF HM-181: PERFORMANCE ORIENTED PACKAGING FINAL RULE ON DECEMBER 21, 1991, (PART 173 SUBPART C). THIS ACTION SHOULD PROVIDE THE BASIS FOR A CLOSED ACCEPTABLE ACTION ON THE RECOMMENDATION.
