Synopsis: THE NATIONAL TRANSPORTATION SAFETY BOARD HAS INVESTI GATED MANY ACCIDENTS IN WHICH PERSONS WERE KILLED FOLLOWING THE RELEASE OF HAZARDOUS MATERIALS FROM THE VEHICLES INVOLVED IN THE ACCIDENTS. FOR EXAMPLE, IN EAGLE PASS, TEXAS, 16 PERSONS DIED FOLLOWING THE RUPTURE OF A LIQUEFIED PETROLEUM GAS TANK-SEMITRAILER IN A HIGHWAY ACCIDENT IN 1975. IN YOUNGSTOWN, FLORIDA, EIGHT PERSONS DIED FOLLOWING THE PUNCTURE OF A RAIL TANK CAR CARRYING CHLORINE DURING AN ACCIDENT IN 1978. IN HOUSTON, TEXAS, 5 PERSONS WERE KILLED AND 178 PERSONS WERE INJURED BY THE RELEASE OF ANHYDROUS AMMONIA FOLLOWING THE CRASH OF A TANK-SEMITRAILER IN A 1976 HIGHWAY ACCIDENT. THE SAFETY BOARD HAS PREVIOUSLY REPORTED THE CAUSES OF THESE ACCIDENTS. HOWEVER, THE GRAVITY OF THE CASUALTIES IN THESE AND OTHER ACCIDENTS FOLLOWING THE RELEASE OF HAZARDOUS MATERIALS FAR EXCEEDED THE INITIAL CRASH LOSSES. IMPROVING SURVIVA BILITY IN SUCH ACCIDENTS WOULD CONTRIBUTE SIGNIFICANTLY TO REDUCTIONS IN HAZARDOUS MATERIALS TRANSPORTATION RISKS.
Recommendation: THE NTSB RECOMMENDS THAT THE RESEARCH AND SPECIAL PROGRAMS ADMINISTRATION OF THE U.S. DEPARTMENT OF TRANSPORTATION: INCORPORATE HAZARDOUS MATERIALS INCIDENT SURVIVAL ACTION DATA IN THE NEW CENTRALIZED HAZARDOUS MATERIALS INFORMATION SYSTEM WHICH THE DEPARTMENT OF TRANSPORTATION IS ESTABLISHING UNDER RECOMMENDATION NO. 3 OF THE SEPTEMBER 1978 REPORT OF THE HAZARDOUS MATERIALS TASK FORCE.

Response: RSPA RESPONSE: THE RSPA WILL CONTINUE TO COORDINATE WITH THE FEMA WITH RESPECT TO PROVIDING TECHNICAL SUPPORT AND INFORMATION ON THE DEVELOPMENT OF A COMPUTERIZED DATA BANK ON SURVIVAL ACTION DATA--WHICH, IDEALLY, WOULD INCORPORATE DATA WHICH ALREADY EXISTS, OR AS IT BECOMES AVAILABLE (AS DERIVED, FOR EXAMPLE, FROM NTSB'S "MAPS" OF HAZARDOUS MATERIALS INCIDENTS, NTSB RECORDS, STUDIES ON THE PSYCHOLOGY OF HUMAN REACTIONS TO DANGEROUS OR PERCEIVED LIFE-THREATENING SITUATIONS, ETC.). THE MTB HAS SPONSORED A PILOT PROJECT STUDY, ENTITLED "LESSONS LEARNED--AN ANALYSIS OF TWENTY HAZARDOUS MATERIALS TRANSPORTATION ACCIDENTS," WHICH SUMMARIZES BOTH EMERGENCY RESPONSE AND SURVIVAL ACTION DATA INVOLVING RAIL, HIGHWAY, BARGE, AND PIPELINE MODES. EACH OF THE TWENTY CASE STUDIES WAS EXAMINED IN DEPTH TO EXTRACT EMERGENCY RESPONSE INFORMATION DURING ANY AND ALL PHASES PRIOR TO, DURING, AND AFTER THE ACCIDENT.
