Synopsis: ABOUT 0205 ON APRIL 21, 1991, IN THE CHESAPEAKE BAY, OFF COVE POINT, MARYLAND, THE U.S. NAVAL ACADEMY SAILING VESSEL AMERICAN PROMISE AND BARGE E-2, WHICH WAS BEING PUSHED AHEAD OF THE TUG SUN COAST, COLLIDED. THE SAILING VESSEL HAD 12 CREWMEMBERS ON BOARD, THE TUG HAD 5 CREWMEMBERS, AND THE BARGE WAS UNMANNED. NO SERIOUS INJURIES RESULTED FROM THIS ACCIDENT. THE SAILING VESSEL SANK, BUT WAS SALVAGED. THE AMERICAN PROMISE SUSTAINED MORE THAN $800,000 DAMAGE AND THE BARGE E-2 SUSTAINED ABOUT $10,000 DAMAGE. THE SUN COAST WAS NOT DAMAGED.
Recommendation: THE NTSB RECOMMENDS THAT THE ROBERT DANN COMPANY: INSTITUTE A TRAINING PROGRAM FOR CREWMEMBERS ABOARD YOUR VESSELS THAT INSTRUCTS THEM IN THE DUTIES, TECHNIQUES, AND RESPONSIBILITIES OF A LOOK-OUT AND REQUIRE THAT OPERATORS IN CHARGE OF THE NAVIGATION WATCH ON YOUR VESSELS ASSIGN A CREWMEMBER AS A LOOK-OUT.

Response: RECOMMENDATION M-92-062 REQUESTED THAT THE ROBERT DANN COMPANY INSTITUTE A TRAINING PROGRAM FOR CREWMEMBERS ABOARD ITS VESSELS THAT INSTRUCTS THEM IN THE DUTIES, TECHNIQUES, & RESPONSIBILITIES OF A LOOKOUT, & REQUIRE THAT OPERATORS IN CHARGE OF THE NAVIGATION WATCH ON ITS VESSELS ASSIGN A CREWMEMBER AS A LOOKOUT. BECAUSE THE ROBERT DANN COMPANY NOW ASSIGNS QUALIFIED CREWMEMBERS TRAINED IN THE DUTIES OF A LOOKOUT TO EACH WATCH AS REQUESTED, M-92-62 HAS BEEN CLASSIFIED "CLOSED--ACCEPTABLE ACTION."

Response: ROBERT DANN, CO. HAS INSTITUTED A POLICY IN WHICH A LOOKLOUT IS ASSIGNED TO EACH 6 HOUR WATCH WHILE UNDERWAY. IT IS THE CAPTAINS RESPONSIBILITY TO ASSIGN & LOG WHO IS THE WATCH LOOKOUT. THE ABLE BODIED & ORDINARY SEAMEN HAVE BEEN TRAINED IN THE DUTIES & RESPONSIBILITIES OF LOOKOUT. THESE "LOOKOUTS" ARE FAMILIAR WITH BASIC RULES OF THE ROAD & WITH HOW TO USE THE RADAR MONITOR. THIS KNOWLEDGE IS IMPORTANT IF THE LOOKOUT IS GOING TO PERFORM HIS DUTIES PROPERLY.

SHOULD THE BOARD RECEIVE ANY INFO FROM THE ROBERT DANN CAMPANY CONCERNING THESE RECOMMENDATIONS, WE WILL GIVE FULL CONSIDERATION TO AMENDING THEIR STATUS.
