Synopsis: ABOUT 0205 ON APRIL 21, 1991, IN THE CHESAPEAKE BAY, OFF COVE POINT, MARYLAND, THE U.S. NAVAL ACADEMY SAILING VESSEL AMERICAN PROMISE AND BARGE E-2, WHICH WAS BEING PUSHED AHEAD OF THE TUG SUN COAST, COLLIDED. THE SAILING VESSEL HAD 12 CREWMEMBERS ON BOARD, THE TUG HAD 5 CREWMEMBERS, AND THE BARGE WAS UNMANNED. NO SERIOUS INJURIES RESULTED FROM THIS ACCIDENT. THE SAILING VESSEL SANK, BUT WAS SALVAGED. THE AMERICAN PROMISE SUSTAINED MORE THAN $800,000 DAMAGE AND THE BARGE E-2 SUSTAINED ABOUT $10,000 DAMAGE. THE SUN COAST WAS NOT DAMAGED.
Recommendation: THE NTSB RECOMMENDS THAT THE ROBERT DANN COMPANY: INSTALL WINDSHIELD WIPERS OR OTHER SUITABLE MEANS OF KEEPING PILOTHOUSE WINDOWS CLEAR OF PRECIPITATION NON THE SUN COAST AD OTHER COMPANY-OWNED TUGS TO IMPROVE THE VISIBILITY FOR VESSEL OPERATORS AND LOOK-OUTS.

Response: RECOMMENDATION M-92-63 REQUESTED THAT THE ROBERT DANN COMPANY INSTALL WINDSHIELD WIPERS OR SUITABLE OTHER MEANS KEEPING PILOTHOUSE WINDOWS CLEAR OF PRECIPITATION ON THE SUN COAST & OTHER COMPANY-OWNED TUGS TO IMPROVE THE VISIBILITY FOR VESSEL OPERATORS & LOOKOUTS. ALTHOUGH THE ROBERT DANN COMPANY HAS NOT INSTALLED WINDSHIELD WIPERS ON ITS VESSELS AS REQUESTED, THE APPLICATION OF "RAIN-X" TO VESSEL WINDSHIELDS APPEARS TO BE AN ACCEPTABLE SOLUTION TO THE VISIBILITY PROBLEMS NOTED IN THIS ACCIDENT. THEREFORE, M-92-063 HAS RECLASSIFIED "CLOSED--ACCEPTABLE ACTION."

Response: AS EXPLAINED DURING THE NTSB HEARINGS, ROBERT DANN CO. HAS NEVER HAD SUCCESS IN THE LONG TERM USE OF STANDARD WINDSHIELD WIPERS USED FOR TUG WINDOWS. THE WINDSHIELD WIPER MOTOR, SHAFT ACCESSORIES ON THE UNIT ARE EXPOSED TO SEVERE ELEMENTS WHEN IN OFFSHORE SERVICE, THUS CAUSING THEM TO CORRODE & EVENTUALLY FREEZE UP AS A RESULT OF THIS EXPOSURE. AS A REPLACEMENT FOR THE WIPERS, THE COMPANY HAS PUT A PRODUCT CALLED "RAIN-X" ON BOARD OUR VESSELS. THIS PRODUCT IS APPLIED TO THE GLASS SURFACE & PREVENTS THE WINDOW FROM FOGGING UP IN ADDITION TO ALLOWING GOOD VISIBILITY IN ADVERSE CONDITIONS. THIS PRODUCT HAS BEEN DOING WELL ACCORDING TO THE FEEDBACK FROM THE VESSELS.

Response: OUR RECORDS INDICATE THAT YOUR COMPANY HAS NOT RESPONDED TO THESE RECOMMENDATIONS. THEREFORE, M-92-62 & -63 HAS BEEN CLASSIFIED "CLOSED--UNACCEPTABLE ACTION-NO RESPONSE RECEIVED. SHOULD THE BOARD RECEIVE ANY INFO FROM THE ROBERT DANN CAMPANY CONCERNING THESE RECOMMENDATIONS, WE WILL GIVE FULL CONSIDERATION TO AMENDING THEIR STATUS.
