Synopsis: ON AUGUST 7, 1992, THE UNITED KINGDOM PASSENGER VESSEL RMS (ROYAL MAIL SHIP) QUEEN ELIZABETH 2 (QE2) WAS OUTBOUND IN VINEYARD SOUND, MASSACHUSETTS, WHEN THE VESSEL GROUNDED ABOUT 2 1/2 MILES SOUTH OF CUTTYHUNK ISLAND. NO INJURIES OR DEATHS RESULTED FROM THIS ACCIDENT. HOWEVER, DAMAGE WAS SIGNIFICANT; TEMPORARY AND PERMANENT REPAIRS COST ABOUT $13.2 MILLION. IN ADDITION, THE TOTAL REVENUE LOST FOR THE PERIOD BEFORE THE VESSEL RETURNED TO SERVICE ON OCTOBER 2, 1992, WAS ESTIMATED AT $50 MILLION.
Recommendation: THE NTSB RECOMMENDS THAT THE U.S. COAST GUARD: WIDELY PUBLICIZE THE PARTICULARS OF THIS ACCIDENT CONCERNING THE LARGE SQUAT FOR SHIP OPERATING AT HIGH SPEEDS IN SHALLOW WATERS.

BECAUSE THE USCG IS GIVING ITS ACCIDENT REPORT TO THE IMO SO THAT THE IMO CAN DISSEMINATE THE INFORMATION ABOUT SQUAT, AND BECAUSE THE USCG WILL PUBLISH RELEVANT MATERIAL IN A NOTICE TO MARINERS, THE PROCEEDING OF THE MARINE SAFETY COUNCIL, AND OTHER MARITIME PUBLICATIONS, RECOMMENDATION M-93-23 HAS BEEN CLASSIFIED "OPEN--ACCEPTABLE RESPONSE," PENDING NOTIFICATION THAT THESE ACTIONS HAVE BEEN COMPLETED.

Response: I CONCUR WITH THIS RECOMMENDATION. COPIES OF THE USCG'S INVESTIGATION REPORT ON THIS CASUALTY ARE BEING PROVIDED TO IMO TO DISSEMINATE THE RESEARCH INFOMATION REGARDING VESSEL SQUAT. IN ADDITION, WE WILL DEVELOP MATERIAL FOR PUBLICATION IN A NOTICE TO MARINERS, PROCEEDINGS OF THE MARINE SAFETY COUNCIL, OR OTHER MARITIME PUBLICATIONS. I WILL PROVIDE COPIES OF ARTICLES TO THE BOARD WHEN PUBLISHED.
