Synopsis: ABOUT 8:35 P.M. ON 12/3/94, AN ENGINERMAN FIRE OCCURRED ABOARD THE U.S. SMALL PASSENGER VESSEL ARGO COMMODORE WHILE ON A DINNER CRUISE IN SAN FRANCISCO BAY. ALL PASSENGER WERE SAFELY EVACUATED BY A USCG VESSEL & A PASSING YACHT; THERE WERE NO DEATHS OR INJURIES AMONG THE 41 PASSENGERS & 4 CREW MEMBERS.
Recommendation: THE NTSB RECOMMENDS THAT THE USCG: REQUIRE THAT AT LEAST ONE FIRE HYDRANT WITH ATTACHED HOSE BE LOCATED OUTSIDE THE ENGINEROOM ON ALL NEW SMALL PASSENGER VESSELS.

Response: THE BOARD IS DISAPPOINTED THAT THE USCG IS NOT REQUIRING A HYDRANT OUTSIDE OF THE ENGINEROOM AS REQUESTED & OFFERS THE NEW 46 CFR 118.310 & 181.310 AS AN ALTERNATIVE SOLUTION. THE NEW REQUIREMENTS WOULD NOT SOLVE OR EVEN MITIGATE THE PROBLEMS ENCUNTERED IN THE ARGO COMMODORE ACCIDENT. BECAUSE THE USCG PLANS NO FURTHER ACTION, M-95-39 HAS BEEN CLASSIFIED "CLOSED--UNACCEPTABLE ACTION."
