Synopsis: ABOUT 8:35 P.M. ON 12/3/94, AN ENGINERMAN FIRE OCCURRED ABOARD THE U.S. SMALL PASSENGER VESSEL ARGO COMMODORE WHILE ON A DINNER CRUISE IN SAN FRANCISCO BAY. ALL PASSENGER WERE SAFELY EVACUATED BY A USCG VESSEL & A PASSING YACHT; THERE WERE NO DEATHS OR INJURIES AMONG THE 41 PASSENGERS & 4 CREW MEMBERS.
Recommendation: THE NTSB RECOMMENDS THAT THE USCG: REQUIRE THAT THE OPERATORS OF SMALL PASSENGER VESSELS CONDUCT A PASSENGER SAFETY BRIEFING PRIOR TO DEPARTURE TO INCLUDE: THE LOCATION OF LIFESAVING EQUIPMENT: THE USE OF SUCH EQUIPMENT; & PROPER PROCEDURES TO BE FOLLOW DURING THE COURSE OF AN EMERGENCY EVACUATION OR OTHER ON-BOARD EMERGENCY. Response: THE BOARD WAS SPECIFIC IN ASKING FOR VERBAL SAFETY BRIEFINGS. THE NEW SAFETY ORIENTATION BRIEFING REQUIREMENTS AT 46 CFR 122.506 & 185.506 ALLOW THESE TO BE PRESENTED EITHER ON PRINTED MATERIAL OR VERBALLY PRESENTED TO THE PASSENGER. ACCORDINGLY, M-95-41 HAS BEEN CLASSIFIED "CLOSED--UNACCEPTABLE ACTION."
