Synopsis: ABOUT 8:35 P.M. ON 12/3/94, AN ENGINERMAN FIRE OCCURRED ABOARD THE U.S. SMALL PASSENGER VESSEL ARGO COMMODORE WHILE ON A DINNER CRUISE IN SAN FRANCISCO BAY. ALL PASSENGER WERE SAFELY EVACUATED BY A USCG VESSEL & A PASSING YACHT; THERE WERE NO DEATHS OR INJURIES AMONG THE 41 PASSENGERS & 4 CREW MEMBERS.
Recommendation: THE NTSB RECOMMENDS THAT THE COMMODORE DINING CRUISES, INC.: DEVEKIO & IMPLEMENT A TRAINING PROGRAM TO ENSURE THAT DECKHANDS ARE TRAINED IN ACCORDANCE WITH THE RECOMMENDATIONS OF USC NAVIGATION & VESSEL INSPECTION CIRCULAR (NVIC) NO.1-91.

Response: M-95-47 ASKED THAT COMMODORE DEVELOP & IMPLEMENT A TRAINING PROGAM TO ENSURE THAT DECKHANDS ARE TRAINED IN ACCORDANCE WITH THE RECOMMENDATIONS OF USCG NAVIGATION & VESSEL INSPECTION CIRCULAR NO. 1-91. BECAUSE COMMODORE HAS DEVELOPED & IMPLEMENTED SUCH A PROGRAM M-95-47 HAS BEEN CLASSIFIED "CLOSED--ACCEPTABLE ACTION."

Response: THIS HAS BEEN ANSWERED IN (2) ABOVE ALL CAPTAINS & SENIOR DECK HANDS MEET FOR A SAFETY SEMINAR ONCE MONTHYLY. OUR FLEET SAFETY OFFICER GOES FROM VESSEL TO VESSEL, WITH ALL IN TOW, DEMONSTRATING THE EMERGENCY BILGE PUMPING SYSTEMS, FIRE HOSE PUMP OPERATION, ETC. THE EMPHASIS DURING THESE DEMONSTRATIONS IS "HANDS ON." WHEN UNDERWAY, EVERY CREW MEMBER VISITS THE PILOT HOUSE & SIGNS THE LOG INDICATING THAT HE OR SHE HAS RECEIVED SAFETY TRAINING DURING THE CRUISE. THE CAPTAIN & SENIOR DECK HAND QUIZ THE CREW ABOUT FIGHTING FIRES, THE FIRE TRIANGLE, DETECTING THE BEGINNING OF A FIRE BY SOUND OR SMELL, THE LOCATIONS OF FIRE EXTINGUISHERS, FIRE HOSES FORE PUMPS, LIFEJACKEKTS, ETC. WE CONDUCT SIMULATED "MAN OVERBOARD" DRILLS, WITH THE CREW DESCRIBING WHAT THEY WOULD DO.
