Synopsis: ABOUT 8:35 P.M. ON 12/3/94, AN ENGINERMAN FIRE OCCURRED ABOARD THE U.S. SMALL PASSENGER VESSEL ARGO COMMODORE WHILE ON A DINNER CRUISE IN SAN FRANCISCO BAY. ALL PASSENGER WERE SAFELY EVACUATED BY A USCG VESSEL & A PASSING YACHT; THERE WERE NO DEATHS OR INJURIES AMONG THE 41 PASSENGERS & 4 CREW MEMBERS.
Recommendation: THE NTSB RECOMMENDS THAT THE COMMODORE DINING CRUISES, INC.: INCLUDE IN SAFETY TRAINING & DRILL PROGRAMS THOSE COOKS & OTHER CATERING STAFF WHO MAY BE CALLED UPON TO SERVE ABOARD THE VESSELS, WHETHER OR NOT THEY ARE CLASSIFIED AS DECKHANDS BY THE USCG.

Response: M-95-48 ASKED THAT COMMODORE INCLUDEIN SAFETY TRAINING & DRILL PROGRAMS THOSE COOKS & OTHER CATERING STAFF WHO MAY BE CALLED UPON TO SERVE ABOARD THE VESSELS, WHETHER OR NOT THEY ARE CLASSIFIED AS DECKHANDS BY THE USCG. BECAUSE COMMODORE NOW DOES INCLUDE SUCH EMPLOYEES, M-95-48 HAS BEEN CLASSIFIED "CLOSED--ACCEPTABLE ACTION."

Response: THIS HAS BEEN DONE. WE AGREE THAT ALL ABOARD SHOULD CONSIDER THEMSELVES CREW MEMBERS FIRST & BE PREPARED TO HANDLE AN EMERGENCY AT SEA. WE TEACH THAT A PERSON'S FIRST DUTY IS TO THE SAFETY & COMFORT OF PASSENGERS, THEN TO THE WELFARE OF THE VESSEL, THEN TO HIS OR HER COLLATERAL DUTIES, I.E., BAR TENDING, STEWARDING, GALLEY DISC JOCKEYING, ETC..
