Details
Synopsis: ON 10/8/94, THE LIBERIAN TANKSHIP SEAL ISLAND WAS MOORED AT THE HESS OIL REFINERY IN ST. CROIX U.S. VIRGIN ISLANDS WHEN A FIRE ERUPTED IN THE ENGINEROOM. THREE CREWMEMBERS DIED & SIX OTHER CREWMEMBERS WERE SERIOUSLY INJURED IN THE FIRE. THE VESSEL'S ENGINEROOM, ACCOMMODATIONS HOUSE, & PILOTHOUSE WERE DAMAGED SUCH THAT THE SEAL ISLAND WAS DECLARED "NO LONGER A USEFUL CARRIER" & ITS OWNER, THE SEAL ISLAND SHIPPING CORPORATION, HAD IT TOWED TO SPAIN WHERE IT WAS SOLD AS SCRAP FOR $12 MILLION.
Recommendation: THE NTSB RECOMMENDS THAT THE HESS OIL VIRGIN ISLANDS CORPORATION: CONDUCT A RISK ASSESSMENT TO IDENTIFY RESOURCES NECESSARY TO DEVELOP COMPREHENSIVE SHIPBOARD FIREFIGHTING PLAN & REVISE THE HOVIC EMERGENCY RESPONSE PLAN ACCORDINGLY. THE ASSESSMENT SHOULD IDENTIFY, AT A MINIMUM. THE DUTIES & RESPONSIBILITIES OF THE EMERGENCY RESPONSE TEAM & OTHER AGENCIES.

Response: IN YOUR 4/21/97, LETTER YOU ADVISED THAT THE REQUESTED RISK ASSESSMENT HAD BEEN COMPLETED & THAT THE HOVIC WAS IN THE PROCESS OF DEVELOPING AN EMERGENCY RESPONSE PLAN THAT WOULD INCORPORATE THE RECOMMENDED INFO. BECAUSE THE RECOMMENDED INFO HAS BEEN INCORPORATED IN THE EMERGENCY RESPONSE PLAN, M-96-60 THROUGH -62 HAVE BEEN CLASSIFIED "CLOSED--ACCEPTABLE ACTION."

Response: In reference to my letter to you dated April 2 1, 1997 regarding the progress of the implementation of safety recommendations M-95-60 through -62 issued to Hess Oil Virgin Islands Corp. (HOVIC) by the National Transportation Safety Board, I have enclosed a copy of our Emergency Response Plan for Marine Vessels in HOVIC Port which I believe you will find addresses the concerns of those recommendations. This plan has passed final internal review. A copy is also being submitted under separate cover to the United States Coast Guard for their review and comment. Although this process may take some time, we are providing you with a current edition of the plan in the interest of keeping you informed. After the Coast Guard review is completed, we will forward to you a copy of the final plan. I am available to discuss the plan at your convenience.

Response: I am in receipt of your letter dated April 2, 1997 in regard to safety recommendations M-95-60 through -62 issued to Hess Oil Virgin Islands Corp. (HOVIC) by the National Transportation Safety Board. HOVIC has completed its risk assessment and has developed a comprehensive shipboard firefighting plan in accordance with the above referenced recommendations. At the present time, HOVIC’s revised emergency response plan is under final review and should be issued shortly. We will keep you advised regarding our progress in this matter.
