Synopsis: ON 8/21/94, A DISABLED 18-FOOT QUESTAR MOTOR BOAT WITH THE VESSEL'S OWNER & ONE PASSENGER ABOARD CAPSIZED WHILE BEING TOWED BY THE COAST GUARD AUXILIARY VESSEL PUPPET IMMEDIATELY SOUTH OF SHELTER ISLAND, LYNN CANAL, NEAR JUNEAU, ALASKA. THE QUESTAR'S OWNER, WHO WAS MILDLY DISABLED, WAS TRAPPED INSIDE THE VESSEL'S CABIN & WAS DROWNED. THE PASSENGER WAS NOT INJURED.
Recommendation: THE NTSB RECOMMENDS THAT THE USCG: REVISE USCG SEARCH & RESCUE POLICY TO REQUIRE OR RECOMMENDS REMOVAL OF OCCUPANTS FROM TOWED VESSELS BEFORE BEGINNING THE TOW IF IT IS SAFE TO DO SO.

Response: The Boat Crew Seamanship Manual was revised to include the recommended changes to the Coast Guard's towing policy and was distributed in January 1998. Accordingly, Safety Recommendation M-96-13 is classified "Closed--Acceptable Action."

Response: WE CONCUR WITH THIS RECOMMENDATION. SITUATIONS WHICH REQUIRE TOWING A VESSEL ARISE IN AREAS OTHER THAN SEARCH & RESCUE. THE USCG WILL REQUIRE THAT BOAT COXSWAINS CONSIDER ALL VARIABLES, SUCH AS REMOVAL OF OCCUPANTS, WEATHER, DURATION OF TOW, SAFETY & PERSONAL PROTECTION EQUIPMENT, ETC., WHEN PREPARING TO COMMENCE A TOW. THE USCG BOAT CREW SEAMANSHSIP MANUAL IS SCHEDULED TO BE PUBLISHED IN MAY 1997.
