Synopsis: ON 8/21/94, A DISABLED 18-FOOT QUESTAR MOTOR BOAT WITH THE VESSEL'S OWNER & ONE PASSENGER ABOARD CAPSIZED WHILE BEING TOWED BY THE COAST GUARD AUXILIARY VESSEL PUPPET IMMEDIATELY SOUTH OF SHELTER ISLAND, LYNN CANAL, NEAR JUNEAU, ALASKA. THE QUESTAR'S OWNER, WHO WAS MILDLY DISABLED, WAS TRAPPED INSIDE THE VESSEL'S CABIN & WAS DROWNED. THE PASSENGER WAS NOT INJURED.
Recommendation: THE NTSB RECOMMENDS THAT THE USCG: REVISE COAST GUARD AUXILIARY POLICIES ON UNITS RENDERING ASSISTANCE TO VESSELS TO ENSURE THAT ALL PEOPLE WHO REMAIN ON BOARD A TOWED VESSEL ARE SITUATED SO AS TO ENSURE THEIR SAFE EXIT IN THE EVENT OF AN EMERGENCY.

Response: WE CONCUR WITH THIS RECOMMENDATION. THE POLICY FOR PLACEMENT OF PERSON ON DISTRESSD BOATS IS CURRENTLY PUBLISHED IN THE AUXILIARY BOAT CREW SEAMANSHIP MANUAL. ONCE THE REVISED BOAT CREW SEAMANSHIP MANUAL IS PUBLISHED IN MAY 1997, ALL USCG BOAT CREWS, INCLUDING AUXILIARITS, WILL BE WORKING UNDER THAT MANUAL. THE ISSUE OF THE SAFETY OF THE PEOPLE REMAINING ON BOARD A TOWED VESSEL IS BEING ADDRESSED IN CHAPTER 17 OF THE BOAT CREW SEAMANSHIP .
