Details
Synopsis: SHORTLY AFTER 1400 ON 12/14/96, THE FULLY LOADED LIBERIAN BULK CARRIER BRIGHT FIELD TEMPORARILY LOST PROPULSION POWER AS THE VESSEL WAS NAVIGATING OUTBOUND IN THE LOWER MISSISSIPPI RIVER AT NEW ORLEANS, LOUISIANA. THE VESSEL STRUCK A WHARF ADJACENT TO A POPULATED COMMERCIAL AREA THAT INCLUDED A SHOPPING MALL, A CONDOMINIUM PARKING GARAGE, & A HOTEL. NO FATALITIES RESULTED FROM THE ACCIDENT, & NO ONE ABOARD THE BRIGHT FIELD WAS INJURED; HOWEVER, 4 SERIOUS INJURIES & 58 MINOR INJURIES WERE SUSTAINED DURING EVACUATIONS OF SHORE FACILITIES, A GAMING VESSEL, & AN EXCURSION VESSEL LOCATED NEAR THE IMPACT AREA. TOTAL PROPERTY DAMAGES TO THE BRIGHT FIELD & TO SHORESIDE FACILITIES WERE ESTIMATED AT ABOUT $20 MILLION.
Recommendation: THE NTSB RECOMMENDS THAT THE NEW ORLEANS PADDLEWHEEL, INC.: REVIEW THE EXISTING METHODS OF PROVIDING SAFETY INFO TO BOARDING PASSEGERS & MAKE THE NECESSARY IMPROVEMENTS TO ENSURE THAT ALL VESSEL OCCUPANTS RECEIVE RECURRING SAFETY BRIEFINGS, REGARDLESS OF WHETHER THE VESSEL IS SCHEDULED TO LEAVE THE DOCK.

Response: Because the NOP reports it reviewed the existing methods of providing safety information to boarding passengers and provides safety briefings in accordance with the requirements of 46 Code of Federal Regulations (CFR) 199.80, 199.180, and 122.506, Safety Recommendation M-98-20 is classified "Closed-Acceptable Action."

Response: Letter Mail Controlled 01/07/2002 11:31:16 AM MC# 2020019 Safety announcements are comprehensive and include all issues we consider important to the welfare and safety of our passengers. We amend these announcements from time to time to include areas that are undergoing maintenance, or to advise of high wind conditions on the outer decks, or of icy weather, which could affect the footing both on and off the vessel and other safety, related issues.

Response: On March 3, 2000, the Safety Board requested a follow-up response from New Orleans Paddlewheels, Inc., on action taken to implement these recommendations. To date, the Safety Board has received no response from New Orleans Paddlewheels, Inc. Accordingly, Safety Recommendations M-97-63 and M-98-19 through -23 have been classified "Closed--Unacceptable Action/No Response Received." Should New Orleans Paddlewheels, Inc., provide information on the implementation of these recommendations in a timely manner, the Safety Board will review the information and consider reclassifying the recommendations.
