Synopsis: ON JANUARY 25, 1977, A LOW-ORDER EXPLOSION AND FIRE DESTROYED A HOUSE IN A RESIDENTIAL AREA NEAR WILLIAMSPORT, PENNSYLVANIA; THE OCCUPANT WAS NOT SERIOUSLY INJURED BY THE EXPLOSION.
Recommendation: INSTRUCT ITS PERSONNEL IN INSPECTION TECHNIQUES AND PROCEDURES AND EMPHASIZE THE POTENTIAL HAZARDS OF UNDETECTED FAULTY WELDS AND CONSTRUCTION DAMAGE TO OPERATING PIPELINES.

Response: PENNSYLVANIA GAS AND WATER COMPANY LTR: WE DO HAVE A CONTINUING PROGRAM AT PENNSYLVANIA GAS AND WATER COMPANY. YOU SHOULD ALSO BE AWARE THAT THE STATE OF PENNSYLVANIA ADOPTED ACT #287 ABOUT THREE YEARS AGO TO SPECIFICALLY PREVENT EXCAVATION WORK FROM DAMAGING UNDERGROUND LINES. THIS ACT HAS GREATLY IMPROVED OUR CONTROL AND COOPERATION WITH OTHER CONSTRUCTION ACTIVITIES.
