Synopsis: ON JANUARY 25, 1977, A LOW-ORDER EXPLOSION AND FIRE DESTROYED A HOUSE IN A RESIDENTIAL AREA NEAR WILLIAMSPORT, PENNSYLVANIA; THE OCCUPANT WAS NOT SERIOUSLY INJURED BY THE EXPLOSION.
Recommendation: INITIATE AN EFFECTIVE GENERAL PUBLIC AND GAS CUSTOMER INFORMATION PROGRAM ABOUT THE NATURE, CHARACTERISTICS, AND HAZARDS OF NATURAL GAS AND WHAT TO DO WHEN IT IS ENCOUNTERED.

Response: PENNSYLVANIA GAS AND WATER COMPANY LTR: WE ARE PRESENTLY INVESTIGATING IDEAS FOR MORE GENERAL "PUBLIC" DISTRIBUTION OF INFORMATION. THIS IS NOT AN EASY TASK WHEN WE SERVE 119 SCATTERED AND INDEPENDENT COMMUNITIES. 9/19/79 - PENNSYLVANIA GAS AND WATER COMPANY LTR IN RESPONSE TO NTSB 12/15/78 FOLLOWUP LETTER: PENNSYLVANIA GAS AND WATER HAS CONCLUDED THAT BILL INSERTS AND A MASS MAILING WOULD PROVIDE MAXIMUM COVERAGE MOST ECONOMICALLY. COMMENCING WITH AUGUST 1979, QUARTERLY BILLS WILL HAVE A BILL STUFFER AND AN ENCAPSULATED ODORANT SAMPLE. THIS WILL COVER 128,000 RESIDENCES. APPROXIMATELY 209,000 BILL INSERTS WILL GO TO HOMES IN SERVICE AREA REGARDLESS OF WHETHER THEY ARE CUSTOMERS OR NOT. STUFFERS ARE ALSO TO BE USED IN SCHOOLS, PUBLIC MEETINGS, AND TO GENERAL PUBLIC. A NEWS RELEASE HAS GONE TO THE NEWSPAPER AND RADIO COMPANIES; ALSO ADVERTISING TIME AND SPACE HAS BEEN PURCHASED TO ANNOUNCE DISTRIBUTION OF THE INSERTS AND TO EXPLAIN WHAT TO DO IN CASE OF ODOR DETECTION. OTHER BILL INSERTS WILL BE USED THROUGHOUT THE YEAR.
