Synopsis: ON JANUARY 30, 1980, AN 8-INCH-DIAMETER, REFINED PETROLEUM PRODUCTS PIPELINE OWNED BY THE PIPELINES OF PUERTO RICO, INC., AND OPERATED BY THE SHELL OIL COMPANY (PUERTO RICO) LTD. WAS STRUCK AND RUPTURED BY A BULLDOZER DURING MAINTENANCE WORK ON A NEARBY WATERLINE IN THE SECTOR CANA OF BAYAMON, PUERTO RICO, ABOUT 10 MILES SOUTHWEST OF SAN JUAN. GASOLINE FROM THE RUPTURE SPRAYED DOWNHILL AND RAN OFF INTO A SMALL CREEK ABOUT 1 1/2 HOURS LATER, THE GASOLINE VAPORS WERE IGNITED BY AN UNDERTERMINED SOURCE AND EXPLODED; THE SUBSEQUENT FIRE KILLED ONE PERSON AND EXTENSIVELY DAMAGED 25 HOUSES AND OTHER PROPERTY.
Recommendation: TO THE RESEARCH AND SPECIAL PROGRAMS ADMINISTRATION OF THE U.S. DEPARTMENT OF TRANSPORTATION: Amend 49 CFR 195 to include a section similar to 49 CFR 192.615, emergency plans, that will require operators to establish written procedures to minimize the hazards resulting from a liquid pipeline emergency. Response: RSPA LETTER: DOT HAS ACCOMPLISHED THE SAFETY OBJECTIVES ADDRESSED BY THIS RECOMMENDATION BY PROMULGATING A FINAL RULE IN DECEMBER 1979 IN DOCKET PS-51. THIS AMENDMENT REQUIRES OPERATORS TO ESTABLISH WRITTEN PROCEDURES TO MINIMIZE THE HAZARDS RESULTING FROM A LIQUID PIPELINE EMERGENCY. THE REQUIREMENTS ARE SIMILAR TO 49 CFR 192.615. SECTION 195.402(C)(9) OF DOCKET PS-51 ALSO ESTABLISHES MINIMUM PERFORMANCE STANDARDS FOR THE PROMPT DETECTION AND LOCATION OF FAILED SECTIONS OF HVL PIPELINES.
