Synopsis: ABOUT 4:25 A.M., ON MAY 16, 1976, A CHICAGO AND NORTHWESTERN TRANSPORTATION COMPANY (CNW) FREIGHT TRAIN DERAILED NEAR GLEN ELLYN,ILLINOIS. ANOTHER CNW FREIGHT TRAIN, WHICH WAS MOVING ON AN ADJACENTTRACK, COLLIDED WITH THE DERAILED CARS; THE LOCOMOTIVE AND NINE CARSOF THIS TRAIN DERAILED. DURING THE DERAILMENT, THE HEAD ON A TANK CAR WAS PUNCTURED BY THE COUPLER OF ANOTHER CAR; THE TANK CAR'S ANHYDROUS AMMONIA CARGO ESCAPED. FIFTEEN PERSONS WERE INJURED AS A RESULT OF THE DERAILMENT AND RELEASE OF THE AMMONIA. DAMAGE FROM THEACCIDENT AMOUNTED TO $1,914,600.
Recommendation: THE NTSB RECOMMENDS THAT THE MANUFACTURING CHEMISTS ASSOCIATION: ANALYZE THE OPERATING EXPERIENCE OF THE CHEMTREC SYSTEM AND FURNISH THE MATERIALS TRANSPORTATION BUREAU OF THE U.S. DEPARTMENT OF TRANSPORTATION WITH RECOMMENDATIONS FOR A SYSTEM TO LINK APPROPRIATE HAZARDOUS MATERIALS EXPERTS WITH ONSCENE PUBLIC SAFETY OFFICIALS DURING THE CRITICAL FIRST FEW MINUTES OF A TRAIN ACCIDENT INVOLVING HAZARDOUS MATERIALS.

Response: Accordingly, on June 29, 1978, Safety Recommendation I-78-10 was directed to the Secretary of the Department of Transportation to "Supply the leadership required to establish an adequate nationwide hazardous materials emergency response network to meet all facets of hazardous materials emergency response needs, using existing State and private resources when ever possible." In effect, this recommendation supercedes the recommendation directed to the Manufacturing Chemists Association, hence, the Safety Board will close out R-77-12 on the basis that it is no longer applicable. We wish to emphasize, however, our high regard for your informative workshop programs, consultations, bulletins, and other actions, and their remedial effect on our mutual safety problems.
