Synopsis: ON NOVEMBER 12, 1987, NATIONAL RAILROAD PASSENGER CORPORATION (AMTRAK)/MASSACHUSETTS BAY TRANSPORTATION AUTHORITY (MBTA) COMMUTER TRAIN 8110 WAS STANDING PARTIALLY BERTHED AT THE BACK BAY STATION PLATFORM IN BOSTON, MASSACHUSETTS, WHEN IT WAS STRUCK FROM THE REAR BY AMTRAK/MBTA COMMUTER TRAIN 8114.
Recommendation: THE NTSB RECOMMENDS THAT THE FEDERAL RAILROAD ADMINISTRATION: EXPAND TITLE 49 CODE OF FEDERAL REGULATIONS 236.513 TO REQUIRE THAT WHEN A CAB SIGNAL CHANGES TO DISPLAY A MORE RESTRICTIVE ASPECT, THE AUDIBLE INDICATOR WILL PRODUCE A DIFFERENT WARNING SOUND WHEN THE CAB SIGNAL DISPLAYS ITS MOST RESTRICTIVE ASPECT.

Response: I ALSO REITERATE THE RESPONSE GIVEN IN OUR LTR OF 4/21/89, CONCERNING R-88-079. I DO NOT BELIEVE THE REGULATOR CHANGES YOU SUGGEST CAN BE JUSTIFIED FROM EITHER A SAFETY OR A COST BENEFIT PERSPECTIVE. THE FRA BELIEVES THAT ADDING A NOVEL ALARM TO INDICATE THE CAB SIGNAL ASPECT HAS CHANGED TO IN DICATE THE CAB SIGNAL ASPECT HAS CHANGED TO INDICATE 'RESTRICTING' MERELY INTRODUCE AN EVENT REQUIRING THE ENGINEER TO MAKE YET ANOTHER MENTAL INTERPRETATION. THE CAB SIGNAL INDICATOR SHOULD BE OBSERVED EACH TIME THE AUD IBLE ALARM SOUNDS.
