Response: I ALSO REITERATE THE RESPONSE GIVEN IN OUR LTR OF 4/21/89, CONCERNING R-88-079. I DO NOT BELIEVE THE REGULATOR CHANGES YOU SUGGEST CAN BE JUSTIFIED FROM EITHER A SAFETY OR A COST BENEFIT PERSPECTIVE. THE FRA BELIEVES THAT ADDING A NOVEL ALARM TO INDICATE THE CAB SIGNAL ASPECT HAS CHANGED TO IN DICATE THE CAB SIGNAL ASPECT HAS CHANGED TO INDICATE 'RESTRICTING' MERELY INTRODUCE AN EVENT REQUIRING THE ENGINEER TO MAKE YET ANOTHER MENTAL INTERPRETATION. THE CAB SIGNAL INDICATOR SHOULD BE OBSERVED EACH TIME THE AUD IBLE ALARM SOUNDS.
