Synopsis: ON 6/6/94, A CONDUCTOR FOR THE NORFOLK SOUTHERN RAILWAY COMPANY DETECTED PRODUCT LEAKING FROM THE BOTTOM OF TANK CAR UTLX 79211 IN THE NORFOLK SOUTHERN HARRY DEBUTTS YARD IN CHATTANOOGA, TENNESSEE. THE TANK CAR CONTAINED 12,184 GALLONS OF A 75-PERCENT CONCENTRATION OF ARSENIC ACID, WHICH IS CLASSIFIED AS A POISONOUS MATERIAL & ALSO DESIGNATED AS A MARINE POLLUTANT UNDER THE DEPARTMENT OF TRANSPORTATION HAZARDOUS MATERIALS REGULATIONS.
Recommendation: THE NTSB RECOMMENDS THAT THE ASSOCIATION OF AMERICAN RAILROADS: ADVISE ASSOCIATION MEMBERS OF THE CIRCUMSTANCES OF THE 6/6/94, ACCIDENT IN CHATTANOOGA, TENNESSEE, & ENCOURAGE MEMBERS TO EVALUATE THEIR EMERGENCY RESPONSE PLANS TO ENSURE THAT THE PLANS ADEQUATELY ADDRESS THE RELEASE OF ENVIRONMENTALLY HARMFUL MATERIALS WITHIN A YARD FACILITY, INCLUDING THE CONTAINMENT OF LEAKING CARGO & THE PROCUREMENT OF NECESSARY EQUIPMENT & PERSONNEL TO RESPOND.

Response: THE BOARD NOTES THAT THE AAR DISTRIBUTED A COPY OF THE RECOMMENDATION LETTER TO THE AAR'S OPERATIONS GENERAL COMMITTEE, WHOSE MEMBERS INCLUDE THE VICE PRESIDENTS OF OPERATIONS FOR THE CLASS I RAILROADS & THE PRESIDENT OF THE AMERICAN SHORT LINE RAILROAD ASSOCIATION. THESE ACTIONS WILL AGAIN REMIND MEMBER RAILROADS TO ENSURE THAT THEIR EMERGENCY PLANS FOR THEIR RAIL YARDS ADEQUATELY ADDRESS THE OF RELEASE OF ENVIRONMENTALLY HARMFUL MATERIALS WITHIN THEIR YARDS. R-95-018 IS THEREFORE CLASSIFIED "CLOSED--ACCEPTABLE ACTION."
