Synopsis: ABOUT 4:10 A.M. ON 2/1/96, ATCHISON, TOPEKA & SANTA FE RAILWAY COMPANY (ATSF) FREIGHT TRAIN H-BALT1-31, EN ROUTE FROM BARSTOW, CALIFORNIA, TO LOS ANGELES, WAS TRAVELING WESTBOUND ON THE ATSF SOUTH MAIN TRACK WHEN IT DERAILED AT MILEPOST 60.4 NEAR CAJON JUNCTION, CALIFORNIA. AFTER THE DERAILMENT & THE SUBSEQUENT RAIL CAR PILEUP, WHICH INVOLVED FIVE CARS CONTAINING HAZARDOUS MATERIALS, A FIRE IGNITED THAT ENGULFED THE TRAIN & THE SURROUNDING AREA. THE CONDUCTOR & THE BRAKEMAN SUSTAINED FATAL INJURIES; THE ENGINEER SUFFERED SERIOUS INJURIES.
Recommendation: THE NTSB RECOMMENDS THAT THE BURLINGTON NORTHERN & SANTA FE RAILWAY COMPANY: INSPECT THE END-OF-CAR HOSE ARRANGEMENTS ON ITS CUSHIONED UNDERFRAME CARS & ENSURE THE HOSE ARRANGEMENTS MATCH THE INTENDED DESIGN.

Response: The Safety Board notes that the BNSF has established a policy that addresses reducing air hose separations. This policy is to be followed for cushioned underframe cars in heavy grade territory. The BNSF is also completing annual audits of its heavy grade territories to assess operational safety. Accordingly, Safety Recommendation R-96-67 is classified "Closed--Acceptable Action."

Response: Letter Mail Controlled 11/13/2000 4:32:37 PM MC# 2001681 BNSF has established a policy for reducing air hose separations, which addresses this problem. In addition we do audits of our heavy grade territories on a regular basis. Attached find the 1999 audit for Cajon. The 2000 audit was completed November 3 and is currently being written up. When completed a copy will be forwarded to you.
