Synopsis: ON 3/25/98, ABOUT 4:48 A.M. EASTERN STANDARD TIME, SOUTHBOUND NORFOLK SOUTHERN CORPORATION (NORFOLK SOUTHERN) TRAIN 255L5, WHICH WAS EN ROUTE TO FORT WAYNE, IN, STRUCK EASTBOUND CONSOLIDATED RAIL CORPORATION (CONRAIL) TRAIN TV 220, WHICH WAS EN ROUTE TO COLUMBUS, OH. THE COLLISION OCCURRED WHERE THE NORFOLK SOUTHERN HUNTINGTON DISTRICT AND THE CONRAIL CHICAGO MAIN LINES CROSS AT GRADE AT THE EAST END OF THE TOWN OF BUTLER, IN. BOTH LOCOMOTIVES AND FIVE CARS FROM THE NORFOLK SOUTHERN TRAIN DERAILED, AND THREE CARS FROM THE CONRAIL TRAIN, TWO WITH MULTIPLE STACKED PLATFORMS, DERAILED. THE NORFOLK SOUTHERN CONDUCTOR WAS KILLED; THE ENGINEER AND STUDENT ENGINEER SUSTAINED MINOR INJURIES. THE TWO CONRAIL CREWMEMBERS WERE NOT INJURED.
Recommendation: THE NTSB RECOMMENDS THAT THE DEKALB COUNTY EMERGENCY MANAGEMENT AGENCY: CONTACT NORFOLK SOUTHERN LAKE DIVISION OFFICIALS TO PROVIDE AND KEEP CURRENT, POINTS OF CONTACT FOR EMERGENCY RESPONSE COORDINATION.

Response: The Board understands that all DeKalb County fire departments, including the hazardous materials teams from both Auburn and Kendallville, participated in an NS-sponsored Trans Career Exercise on April 18, 2000, at the Butler Fire District. The Board understands that the exercise was intensive hands-on training exercise with railroad and highway equipment to simulate a hazardous materials release. In addition, we understand that Mr. Tom Davies, Assistant Manager Hazardous Materials-NS has established a permanent point of contact for NS railroad activities in DeKalb County. The conduct of disaster drills, the coordination of these activities between NS and emergency response personnel, and the establishment of a permanent point of contact exceeds the goal of the Safety Board's recommendation. Accordingly, Safety Recommendation R-99-30 is classified "Closed--Acceptable Action."

Response: Letter Mail Controlled 10/09/2001 9:54:26 AM MC# 2010806 DeKalb EMA is not in the Action Planning for Norfolk and Western and our part in the train wreck was only to support traffic control. Tom Davis, of Norfolk and Southern, held a Trans Career Exercise on Saturday, April 18, 2000, at the SDI building in the Butler Fire District. All the Fire Departments in Dekalb County, and the Auburn HazMat and Kendallville HazMat teams took part.
