Synopsis: Experimental amateur-built (E-AB) aircraft represent nearly 10 percent of the U.S. general aviation fleet, but these aircraft accounted for approximately 15 percent of the total-and 21 percent of the fatal-U.S. general aviation (GA) accidents in 2011. Experimental amateur-built aircraft represent a growing segment of the United States' general aviation fleet-a segment that now numbers nearly 33,000 aircraft. The National Transportation Safety Board (NTSB) undertook this study because of the popularity of E-AB aircraft, concerns over their safety record, and the absence of a contemporary and definitive analysis of E-AB aircraft safety. The study employed several different methods and data collection procedures to carefully examine this segment of U.S. civil aviation. This comprehensive approach resulted in a detailed characterization of the current E-AB aircraft fleet, pilot population, and associated accidents. Four sources of data formed the basis of this study. First, the NTSB performed a retrospective analysis of accident and activity data over the last decade to compare the accident experience of E-AB aircraft with that of similar non-E-AB aircraft used in similar GA flight operations. Second, the NTSB conducted in-depth investigations of all E-AB aircraft accidents during 2011, which provided a case-series of accidents for more detailed analysis. Third, a broad survey of the community of aircraft owners and builders was conducted by the Experimental Aircraft Association (EAA) in July and August 2011, and the data were made available to the NTSB for analysis to understand the population of E-AB aircraft builders and owners. Finally, discussions with EAA representatives, Federal Aviation Administration (FAA) officials, E-AB aircraft builders and owners, kit manufacturers, and representatives of E-AB aircraft type clubs provided insights on E-AB aircraft safety issues and solutions.
Recommendation: TO THE EXPERIMENTAL AIRCRAFT ASSOCIATION: Complete planned action to create a coalition of kit manufacturers, type clubs, and pilot and owner groups and (1) develop transition training resources and (2)identify and apply incentives to encourage both builders of experimental amateur-built aircraft and purchasers of used experimental amateur-built aircraft to complete the training that is developed.

Response: You reported that the Type Club Coalition (TCC), which is comprised of 7 EA-B type clubs, 25 certified aircraft type clubs, and 6 aviation associations, meets quarterly through EAA led webinars and has a quarterly newsletter that includes safety tools and safety reports. We note that the TCC page on your website features type club safety and training manuals that other TCC member organizations can use to create their own standardized training materials. We also note that you worked with four type clubs to develop the TCC Type Transition Guide, which type clubs and light aircraft manufacturers can use to create standardized ground-training materials, flight training syllabi, and curriculum to train the instructors in their respective aircraft. We believe that the actions you described satisfy the first part of this recommendation, which asks for transition training resources; however, we could not determine from the information that you provided if you had developed any incentives to encourage builders and purchasers to complete the training, which is the second part of this recommendation. Pending our receipt and review of this additional information, Safety Recommendation A-12-43 remains classified OPEN—ACCEPTABLE RESPONSE.

Response: -From Sean Elliott, Vice President, Advocacy and Safety: For more than five years, the EAA has fostered the Type Club Coalition (TCC), a stand-alone body of type club and safety experts from 38 member organizations that represent all facets of fixed wing aviation. Now chaired by Coyle Schwab, President Emeritus of the International Cessna 195 Club, the TCC group is comprised of seven experimental amateur built type clubs, 25 certified aircraft type clubs, and six aviation associations. This group meets quarterly through EAA-led webinars and also has a quarterly newsletter, with media covering type club safety tools, safety reports, and more. The TCC page within the EAA website also serves as a repository for type club safety and training manuals, which are available for other TCC member organizations to use as guides for creating their own standardized training materials. More recently, a working group coordinated by EAA and chaired by Tom Turner, Executive Director of the Air Safety Foundation and American Bonanza Society, created the TCC Type Transition Guide. The Type Transition Guide is a model document for type clubs and light aircraft manufacturers to use in creating standardized ground training materials, flight training syllabi, and curriculum to train the instructors in their respective aircraft. The guide was created by four type clubs, with two representing both the standard-category, certified aircraft realm and two representing the experimental amateur built realm.

Pelton, Chairman of the Board: EAA has initiated and successfully built the Type Club Coalition (TCC) into a stand-alone body of experts in the safety and procedures for specific types of aircraft. The coalition's current chairman is Tom Turner, Executive Director of the American Bonanza Society; a very active and highly regarded aviation safety educator with extensive experience in the successful Beechcraft Bonanza transition and proficiency training programs that serve as a model for other future programs. The TCC has fully embraced the mission of developing best practices and type-specific training resources for amateur built aircraft and type certificated aircraft represented by member organizations of the coalition. EAA is supporting the TCC in every way possible, and has developed and is hosting the Type Club Coalition web resources on the EAA website. We anticipate that the TCC will begin the process of developing model transition training curricula and incentive best practices in the coming calendar year. EAA will contribute to and support this effort every step of the way with our own knowledge, materials and resources. EAA is deeply committed to continually improving the safety and personal and recreational aviation activities in all its forms and particularly that of amateur built aircraft and their related activities. We appreciate of the respectful and collaborative relationship we share with the National Transportation Safety Board Members and staff.
