Abstract: The mission of the National Transportation Safety Board (NTSB) is to determine the "probable cause" of transportation accidents and to formulate safety recommendations to improve transportation safety. These activities lead to the publication of various official reports.

Published accident reports are detailed narrative reports that contain the facts, conditions, circumstances, analysis, conclusions and probable cause of aviation, railroad, highway, pipeline and marine accident investigations conducted by specialists from NTSB headquarters in Washington, D.C. They are available, free of charge, from the Records Management Division until limited supplies are exhausted. At that time they are available, for a fee, from the National Technical Information Service (NTIS) individually or by subscription.

The Annual Report to the United States Congress is issued annually and details the major activities of the NTSB aviation, railroad, highway, pipeline and marine safety during the previous calendar year. It is available, free of charge, upon request from the NTSB Records Management Division until limited supplies are exhausted.

The Annual Review of Aircraft Accident Data -- U.S. Air Carrier Operations and General Aviation contains statistical tabulations of data compiled from reports of accidents involving revenue operations of U.S. air carriers and U.S. general aviation aircraft in a particular calendar year. They are issued annually and are available without commercial reproduction cost until limited supplies are exhausted. At that time they are available, for a fee, from the NTIS.

Initial decisions set forth Administrative Law Judges' findings, conclusions and decisions in safety enforcement proceedings involving petitions from applicants denied airmen's certificates by the Administrator of the Federal Aviation Administration (FAA); and appeals from orders of the Administrator of the FAA suspending or revoking certificates issued to airmen, aircraft, air agencies, and air carriers for alleged violations of the regulations or for lack of qualifications to hold such certificates. They are issued individually and in a monthly publication. Individual Initial Decisions are available, for a fee, from the NTSB Records Management Division. The index is available free of charge. Monthly subscriptions are available, for a fee, from the NTIS.

Opinions and Orders set forth decisions of the Board resulting from the review of appeals from decisions of the Commandant of the U.S. Coast Guard involving seamen's certificates or initial decisions of the NTSB Administrative Law Judges involving airmen and/or air safety certificates. Individual Opinions and Orders are available, for a fee, from the NTSB Records Management Division. The index is available free of charge. Bound volumes are available, for a fee, from NTIS until limited supplies are exhausted. Monthly subscriptions are available, for a fee, from the NTIS.

NTSB directives are a manual of orders and notices, which identify NTSB organization, policies and procedures. They are available, free of charge, from the NTSB Records Management Division.

The NTSB pamphlet provides general information on the mission and responsibilities of the NTSB and how it accomplished these responsibilities. It is available, free of charge, from the NTSB Records Management Division.

Regulations of the NTSB are published in the Federal register and codified in the Code of Federal Regulations, Chapter VIII. They are available, free of charge, from the NTSB Records Management Division.

Safety Recommendations are issued by the NTSB as a result of the investigation of transportation accidents and other safety problems. They usually identify a specific problem uncovered during an investigation of an accident or other safety problem and specify how to correct the situation. It is available individually, free of charge, from the NTSB Records Management Division and through a monthly subscription, for a fee, from the NTIS.

A safety study is an examination of the effectiveness of or need for policies, programs, program management and operating practices, regulations, rulemaking, or other actions of a Government agency in reducing transportation losses; the technical aspects of a transportation system, subsystem, or component; accident data through statistical analysis techniques; or the history and progress of safety improvements undertaken to solve a particular problem in aviation, highway, railroad, pipeline, or marine. They are issued irregularly and are available, free of charge, until limited supplies are exhausted. At that time they are available, for a fee, from the NTIS by annual subscription or by single issue.

Purpose: Publications are used to establish permanent records on investigations, decisions and/or recommendations of the Safety Board. These publications serve as archival information for the transportation industry. They satisfy the mandate to make available to the public all NTSB publications.

Agency Program: Public Law 93-633 requires the National Transportation Safety Board make available to the public all publications of the Board to the greatest extent possible. Maintaining the Publications meet these requirements.

Order Process: Publications issued since 1996 are available online free of charge. Printed copies of most publications are available free of charge until limited supplies are exhausted. Reproduction and search fees are waived for qualifying foreign countries, international organizations, nonprofit public safety entities, State and Federal transportation agencies, colleges and universities and persons involved in the accident. Access Constraints: Records Management Division staff are not permitted to search a publication using a person's name, pilot certificate number, or other personal identifier. This restriction is imposed by the Privacy Act (5 USC 552a as amended).

Use Constraints: Public Law 93-633 and the National Transportation Safety Board's regulations 49 CFR 835 prohibit the use of accident/incident findings, including the probable cause and contributing factors as evidence in any suit or action for damages arising from the event.
